what if you fabricated a bracket to mount to the original base? would that require an engineers certificate?

I think technically - yes.
But they are kinder if you use the original base
The trouble with kombis is the rails are like REALLY close to the seat they are almost in it. As well - the seats arent all that fat to start with.
A beetle you have heaps of room to play with - unless it is a 3 point base. They suck to modify

i was told when registering mine if the seat is bolted straight through the floor it doesnt need certificate, and if you could get the upper parts of
those porsche rails to slide into the lower part of the kombi (a snowballs chance in hell, i know) then you would be cruising. otherwise it is
possible to cut off the metal base from a kombi seat and weld/bolt it onto the other seat.
