Hard to say.........

Are the carbs close jetted yet??

has it ever run in this set up or are you just doing a fine tune??

read here

http://www.redlineweber.com/html/Tech/idf_adjustment_controls.htm

and

http://www.aircooled.net/gnrlsite/resource/articles/dualcarb.htm

and if you need to jet them or at least get an undestanding of jetting

read this

http://www.aircooled.net/gnrlsite/resource/articles/jetting.htm

Whatever - get a synchrometer. Just SOOOO.... much easier

http://www.aircooled.net/new-bin/viewproductdetail.php?keyword2=TZE0021&carti...

Its all easy enough to learn

Just harder if it is a daily driver and it aint running to start with

Just bought my uni-syn tool from KdF Werks in Tassie, and had it delivered to my door in Queensland within a couple of days. Give Eddie or Jeremy a call on 0419 554 283. Support your local VW guys.
