Swing axle gearbox

I'm getting a bit of grief from the engineering section at motor rego about a buggy I want to make. I want to make it out of a 1974, 1300 swing axle beetle. I believe that gearbox is stronger in some way than the earlier models. Is this so? if so, how so?

Please let me know so that I can baffle them with science rather than bamboozle them with bullshit when I write my next letter apealing against their decision to classify a buggy on an unmodified, full length pan as an Individually Constructed Vehicle rather than a rebodied Extensively Modified Vehicle.

Also is there a regulation about what year is the cut off for buggy making? Is a '74 too recent? Should it be a '72 or earlier?

Thanks gentlepeople. I have bought a 68 semi auto with a horrible home built soft top conversion and lots of body rust to get the ball joint disc brake front and IRS rear which I really want. I can't bring myself to wreck a good little swing axle '74 1300 to make a buggy. I've Herbied it and it has grown on me. I suppose it's a bit like never naming the poddy calf or the orphan lamb if you intend to eat it.
