Yes it reminds me of the Brasilian TC Karmann Ghia http://en.wikipedia.org/wiki/Volkswagen_Karmann_Ghia#Karmann_Ghia_TC
If I remember correctly 1965 TC Studie formed the design basis for the Brasilian KG.

Yes, Its Brazillian....
they also did have different looking Karmann Ghias in Brazil
they had lots of prototypes and lots made it into manufacture too.....

As much as I understand the prototype was obviously a possible replacement for the Razor Edge Ghia but was canned, then VW do Brasil took the project
redesigned shell to suite there tastes and voila.
