Not VW Where are they? What is it?
In the backgroung when the World Cup commentators are discussung the games on SBS TV, is a large grey, seemingly derelict building with a roofless
dome and apparently a missing spire. Where are they? What is the building?

I don't know where You are talking about..
If its Germany....
It could be part of the old East Germany -
Deutsche Demokratik Republik - Communist State
including East Berlin.... where the Berlin wall was built to keep the people living in East Germany to stay there....
Everything was drab and grey....
as everything was owned by the state... Communist....
Thats just a Guess.....
Many buildings have been painted to brighten them up
[I believe]
There is still a Nazi concentration / Extermination camp
left as it was after the war ... It still has the large gas chambers where millions of Jews were gassed....
I know people who have been to Europe and seen it...
