tuning kadrons.

Story so far, bought a 1969 beetle several months ago.
Case was cracked behind number three and was silastic sealed when i bought it.
It started cracking at other locations and i was leaving trails of oil throughout Sydney streets.
Bit the bullet, and i have bought a replacement motor and installed it last weekend.
My problem is no matter how many times i attempt to tune / balance them, they dont idle and its driving me nuts as i cant enjoy the car.
Does anyone recommend a carb place that could iron out my issues??
Or could someone more compentent than i please drop bye on the weekend and show me where im going wrong tuning them..
I have seen the Mr Kadron pages and i have carried out the instructions.Mixture settings and tuning /balancing.
My Kadron issues are : they are running pretty rich and after 20 seconds of idle they stumble and stall the motor..
The only way i can combat the above stalling at idle is by having an idle approx in the 1200 rpm..
