Fitting new rear apron on Beetle?


The beetle I am restoring at the moment came with a new rear apron ( i think that is what it is called) but just got around to making sure all of the panels fit before painting and not sure on how it is supposed to attach. I dont know anyone with a beetle that I can check. Is this a weld in piece? The old piece must have been cut out by previous owner. The seal retainer on the inside for the engine does not seem to line up . I will post some pics tomorrrow that might help to understand what is going on.

its spot welded to the inner guard normally
