rusty chrome wheels

Hi all. The chrome wheels on my daily-driver Type 3 are pitted and keep getting surface rust on them. When I polish them with autosol they come up good enough for me (for a while) - shiny but with some tiny black marks on them where I have sanded the rust back or with tiny raised points where I didn't. Anyone know if there is anything I can do to get rid of the rust and stop it spreading while still keeping the good chrome shinning through? Is there a rust converter that will stick to the rust but not the chrome? Or a clear "lacquer" that will stop the rust spreading? I don't really have the $ for re-chroming them and I'd prefer not to powder-coat them. Thanks guys. Great forum by the way.
