I have got to say no because what is the point of having an indicator if nobody cannot see it ,in the motor transport requirements there is an angle
of sight that the lights must be visible , this is why a lot of vehicles have aide flasher lamps on the 1/4 panel.I do have a copy of the requirements
but not at home. Cheers les

It wouldnt work in later beetles because they have the flat headlights not the layed back style headlights, so there is no where to mount the
blinker???

it wouldnt even be legal in that bug except it had semiphores originally so can get away with whatever blinkers
ive seen people using those 3 chamber headlights on late bugs and using the foglights as indicators
works fine cept at night would be hard to notice
alot like mk4 onwards golfs

Hi, That beetle and others like it ( early beetles) origioanly had semaphores (the arms that used to come out of the body) but some people want to
keep there vw origonal as possible so they dont put any extra indicator on the car or bumper ( Although some people do ) they just put them in the
headlight but never seen it on late bugs, Dont think it's possible.

Hi
A friend had his indicators in the same position on his 59, as we often drove together I paid attention to his blinkers in that position and they
worked fine.
On my yellow bug I has 75/76 style bumpers and front blinkers, I had Brazilian or Mexican front blinkers in it, they were very hard for oncoming carts
to see at roundabouts etc, it took a few close calls for me to work out the problem.

My 75 L bug has the blinkers on the guards as standard, but I put in the later bumper with the blinkers in it to make it even more noticeable as to
what my intentions are. If someone runs into you, it really doesn't matter whether they saw your blinkers or not, you are still damaged. The more
they see the better I reckon.

Seems like you have the wrong idea about what the blinkers are for Jeff, I spend a lot of time on the road and my observations tell me that blinkers
are to advise others of what you have just done or are almost finished doing, not to advise of your intention. 
I dream of a day when a chicken can cross a road without being asked for it's motive!

That sounds funny but sadly is so true. On my sons baja I've made the indicators on top of the wings into sidelights and mounted indicators in the
quarter panels and on the front of the wings, just to be different I suppose but it passed transport inspection. If you wanted to do as the top photo
with the indicators in the headlight then it may pay to consider on the quarter panels as well to save any grief down the line.

It seems they should be known as confirmicators for a lot of drivers as they confirm what you have just done, not what you are indicating you wish to
do.
It seems a lot of people see an indicator being used to do exactly that, and by the time the third flash has exploded from the filament in your globe
behind it's amber lens, some other driver has decided, and acted to move to stop you from changing lanes, just because they don't want you to.
The reaction from a lot of drivers is to not indicate, and so therefore the cycle continues. Anarchy on the road is such an angry symphony.
