I know someone who lives in a neighbourhood going through a crime wave breakins everywhere. She saw a white electricians van out front of her house with yellow barricades set up around the telstra hole. Thinking that was a bit strange, she rang telstra and they said that nobody was supposed to be working there. She rang the cops and told them that there were "workmen" where there shouldnt be. The cops told her to keep an eye on them. Didnt bother coming out for a look themselves.
