New Regulations For NSW.
Changes to Modified Vehicle Certification are about to come into force in NSW.While on the face of it the changes are not wide-ranging,is much
different to the current regulations, they are significant in a number of areas.Most are just who checks your modified car for compliance.and how the
process is documented and monitored.
The NSW RTA is moving from the old Engineered Certification Scheme (ECS) to the new Vehicle Safety and Compliance Certification Scheme (VSCCS).To be
able to act as a recognised certifier,all Engineering Signatories will have to be approved by the RTA and they will be known in future as a VSCCS
Licensed Certifier.All current signatories will have eight weeks to submit an application with a considerable increase in fees to renew their license
and if they don't their certification is cancelled automatically.
In addition,and this will affect all modified cars in NSW,all old ECS certificates will have to be updated to the new VSCCS system within six months
once the new scheme becomes operational (mooted atm to be the 28th Feb 2011).
Owners of such vehicles will have to obtain a "change of vehicle details" form and a Blue Slip along with their compliance certificate from an RTA
registry.From six months after the commencement of the new scheme all old certificates will be cancelled.Modifiers,not neccessarily certifiers,must
keep records of modifications for three years.The new Certifiers Licenses will only be issued to individuals,not to companies or business names.A
Certificaion plate must be attached to all modified vehicles and the certifier must keep all records for seven years.The RTA can order the removal of
compliance plates if the vehicle no longer complies with its details.Unregistered modified vehicles may be driven to the place of certification but if
they fail it must be trailered home.
There is no requirement for a Certifier to be a qualified engineer,although such qualifications do count considerably in a point-score system that
will be used to judge a person to be fit and proper to hold such a position.Diploma qualification is also a point scoring advantage as is the number
of years of experience in the industry - that one opens the door to experienced vehicle modifiers to become recognised signatories.

So my existing modified vehicle will need to be re-assesed within 6 months (and pass the re-assesment) or it's off the road ?
I dream of a day when a chicken can cross a road without being asked for it's motive!

The engineer who just did my bug told me that so far no engineers from the old scheme have signed onto the new scheme as yet.

I don't this this is the case in fact im sure that if you car already has an engineers report from a current signitory then you wont need to do
anything. That is assuming when you got the engineers report for modifications you took your car for a blueslip and had the engineers report number
recored on your rego. If the engineers report hasn't been recorded then i suggest you book in for a blueslip and get and adjustment of records done
and show the report. Other wise yes it will mean nothing in six months. If you look on your rego paper there should be a condition G05 OR GO6 and
engineers mumber ABC1234MP for example.

If I read the RTA site correctly ( it's not real straightforward) the old certificates already entered still stand...the change over thing apears to
be for certificates that have been issued/are underway, but have not yet been submitted to the RTA.
It's really a sneaky, underhand way of getting new restrictions bought in.

Another money making venture frm our wonderful government. Can't they concentrate on how to fix our our state in stead of pissing people around and
in general making life harder.
Perhaps their aim is to have ebryone drive a bog stock Falcodore (on crap roads) and catch public transport (that's always late and unreliable).

its not worth the effort, surely the rest of the state should take that as an obvious hint.
