subaru conversion

Hey dudes,
I'm from Adelaide and i have a 68 beetle. I'm interested in doing a engine conversion using a subaru EA82 1.8l turbo from a the asthetically kaput vortex. I just want to have a little turbo flat four for cruising and a bit of power (120hp or so) but I think that EJ20T (WRX) is a little nuts at this stage (280hp + 800kg car = brown grundies).
I have a basic idea of the setup with radiator in spare tyre well but I'm not sure what I need to do to get it legally registered.
Does anybody know how to get these things legal?

Cheers people.

Here's a pic of a superbug with this coversion done. I found it here.http://www.geocities.com/MotorCity/Garage/1811/tech.html

Read this and you'll get a bit of an idea of what's need.
http://www.rta.nsw.gov.au/registration/vsi06.pdf

However SA rules are different, but soon they will be the same australia wide.

btw, the EJ20T has around 208HP. the STI version has 206kW = 276HP.
