not timed correctly... [distributor]
or a leak in the exhaust [very common]

VWs do not like any little air leaks in the exhaust or inlet..
one small hole somewhere will do it...

You can use Silastic brand silicone on all the exhaust gaskets
to make sure of no leaks... it handles the heat with no problems.

if backfiring on deceleration, can also be the result of running lean. You can hear it even on modern cars with uprated exhaust, that 'gurgle' and popping out the exhaust.

check points gap too when doing dissy timing, as the points wear, the gap only marginally changes which will put your timing out substantially. Do points first, then timing, otherwise you'll have to redo your timing, after doing points.
