Sunday 26th — Motor Enthusiast Conference 2012
The RMS, formerly the RTA, has officially announced that the VSCCS will commence on the 1st of December 2011. Currently the ACMC Inc have no
information regarding the number of Engineer Signatories who have committed to the new scheme, however the evidence suggests that the number is very
low.
The “Motor Enthusiast Conference 2012” dates have been confirmed for 26th February at Eastern Creek Raceway. Planning is now well underway with an
open invitation for all motor enthusiasts.
Individual delegates from a range of Enthusiast Groups will be selected to attend the formal conference held on the day. The theme of this conference
will be “Driving Our Future”.
The purpose of the conference is to -
•Discuss the implementation of the VSB14 (Vehicle standards, supplements and proposed testing procedures required for registration in NSW).
•Unite all Motoring Enthusiast groups within NSW.
•Establish common interests throughout the Groups.
•Provide correct information to all members.
•Make known representation of our members organizations to government andother authorities.
There will be representatives from the NSW parliament, RMS and other relevant organizations in attendance.
There will be industry displays present on the day and displays of a variety of different Motor Vehicles.

VSCCS provides one stop shop for modified vehicles
Roads and Maritime Services (RMS) has announced a new scheme which aims to streamline the assessment of modified vehicles.
“The new Vehicle Safety Compliance Certification Scheme (VSCCS) comes into effect from today and is good news for RMS customers as it will provide
them with certainty their modified vehicle is safe,” Director Regulatory Services Peter Wells said.
“The new scheme does not change the existing vehicle standards but improves the way vehicle modifications are checked and certified,” he said.
“Every modified vehicle owner has an obligation to ensure their vehicle complies in order to protect themselves, their passengers and other road
users.”
“The VSCCS will replace the current Engineering Certification Scheme. The old scheme is outdated and paper based, leaving it open to fraudulent
certifications and missing records,” he said.
Several prosecutions have taken place involving fraudulent certifications. Under the old scheme, some examiners also did not have the appropriate
insurances in place, putting customers and the public at risk.
“Up to 30 per cent of examiners previously were uninsured or under insured. The VCSSC will end this problem,” Mr Wells said.
“The new scheme will improve consumer protection, vehicle safety and provide greater certainty for all parties.”
Under the VSCCS RMS will license qualified and skilled people to inspect modified vehicles. If a modified vehicle complies, the VSCCS certifier will
provide a certificate which confirms the modifications meet standards.
“It will mean customers can be assured their vehicle is being certified by a person who has the appropriate qualifications, skills and experience to
do the job, is backed by professional indemnity and public liability insurances and retains accurate records of the certified vehicle.
“Anyone wanting to become a licensed certifier will be subject to background checks by RMS and regular auditing to ensure high standards of
professional service and to minimise fraud.”
The VSCCS will also save time for the customer and provide greater convenience.
“For example, under the VSCCS certifiers will send the results of their inspection direct to RMS. This means customers no longer need to visit a
motor registry to present their certificate or have their vehicle inspected by an authorised inspection station, unless it is unregistered,” Mr
Wells said.
“The important thing to note is the rules around modifications are not changing. Consumers will simply have better protection and greater clarity
around modification guidelines.
“RMS will ensure there is clear information available to vehicle operators about the steps they need to take to have their vehicle certified and
when they need to have it inspected.
“RMS is working to publish the list of modifications requiring certification and will soon be calling for comment to help finalise a draft list of
important modifications which should be subject to mandatory inspection,” he said.
NSW Minister for Roads and Ports Duncan Gay has accepted an invitation from the Australian Confederation of Motor Clubs to attend the inaugural Motor
Enthusiast Conference at the Eastern Creek International Raceway on Sunday 26 February 2012.
The Minister is keen to hear how the state government and its agencies can better work with and support motor enthusiasts in NSW in the future.

I am somewhat bemused by the fact that "RMS will be publishing a list of significant modifications that require inspection and certification". How
can you implement a system and not have everything in place ready to go.
I think this is now the third change since June last year, making it very difficult for me to get my car engineered properly. I'll have to have a
proper read of it all tomorrow.

ON TV last night they showed XW XY GT Falcons and others being pulled up for a breath test in Sydney...
then Being taken to a place where the Police inspectors RTA whatever went over their cars..
One fellows car was taken into the compound but He wasn't allowed to go in there as He didn't have a NSW licence...??
WRX - etc too dark tint..

I have the same issue
Of the engineers close to me. Close being within a 150 km radius of newcastle only 1 does all aspects of passanger vehicles and when you research his
back ground google etc it appears that he is a civil and structural engineer ???
So the question needs to be asked what is the actual criteria someone needs now as it used to be a back ground in automotive and a mechanical
engineering degree and being a member of the institute of automotive mechanical engineers helped to.
I'm not to keen to drive a hour and a half with car in tow only to argue the point about brake components or the seats etc with someone who may or
may not know. I also haven't seen any of the old engineers name listed yet which is a bit of a concern because these guy which i've dealt with in
the past knew there stuff and were by the book.
The other side i guess is if they don't know what there doing there going to let some dodgy vehicles hit the streets. Might hack the roof off a L bug
and call it a convertible see if they pick it up.

just had a mate get a morris engineered with corrolla running gear inc brakes and diff also converted to convertable , and from what he got from
talking to engineer is that no mods requirements have changed its just on the engineers side of things regarding paperwork and forms and insurance
costs and liability , so heres hoping no dramas

For what it is worth, Collins & Associates in Taree have been doing the structural inspections on the construction job I am just finishing. Sam
Collins (who I have been dealing with - His dad Bruce is the Collins in the company name) is a hell of a nice & helpfull bloke, very cluey, and
very carefull to get everything correct.
He has been quite interested in my bug and my tool trailer (that is built on a type 111 rear end which has been made adjustable), and has often talked
about vehicles he has been inspecting, especially some VW trikes - some of which have been subie powered.
I certainly reckon he would be worth talking to.
