Can anybody please tell me what a Empi steering wheel in very good condition is worth, the OD of the spline is 21.3MM.

Looks like a flat 4 repo. Does it have an EMPI name stamped on the back of one of the arms.

Yes it has the empi name stamped on the back of the spoke.
