Throttle Sticking and not getting fuel?

So, I hope I can describe this properly...but my throttle cable gets stuck sometimes and the engine seems to not be getting fuel. Then I come back a few hours later...and it's fine.
For example:
Today, I went to the petrol station, filled up the tank, started her back up and it will not idle correctly. When I hit accelerator, the engine revs then dies or slows down dramatically. I go to the engine compartment, rev the engine w/ the throttle lever. The engine will only rev if I pump the lever rather than hold it at a fixed spot. I get her back home (only 0.5km away) and then the throttle sticks and have to go to engine and flip the lever up. I jiggle the cable, check that the choke isn't closed...but that doesnt solve anything. Then I rush off to work (via another car). When I get back 6 hours later....everything is fine, no throttle or fuel problems to speak of.
This is not the first time this has happened. Any ideas?

p.s. it is a '65 beetle with a (i believe) '64 kombi engine-1500cc

I would clean out and re-grease the throttle cable tube as well (the whole tube pedals to frame horn) these can get pretty gunky after 45+ years
try sending some wd 40 down first to loosen it up as a maybe temporary fix
