seems like the knob isnt lined up properly, as it goes through the 3 speeds then when you go back down it doesnt want to turn off completely...i have unscrewed it a few times and tried to reset it, i get it off but seems like a hassle, why does the button press in, i see that the part that presses in has a long tip to it, should that be pushed in to turn it off or does it have any function?

the push in part is the washer pump, depends what vehicle its on..oh and the white block that looks like chalk is the resistor..
