the headlights on my 73 bay type 2 have rusted - is there any off the shelf sealed beam units that can be used to replace the lights? thanks for your help.

They should be readily available new if you lookaround, or you can rip some off any old L300 or Pajero you find at the wreckers. 😂

I dont quite understand how glass is supposed to rust tho! 😂 🤪

I presume You mean the headlamp lenses...
You can fit complete sealed beams or You can buy New replacement headlamps at any of the VW shops that advertise on here...

I did fit the headlamps from an L300 Mitsubishi to My Sons beetle years ago..
as I always use Hella QH H4 sealed or semi sealed beams

You might even pick some up on here or ebay...

the late beetles used Bosch semi sealed beam headlamps..
and the chrome ring was plastic with no adjustment screws...

plus this headlamp rim screwed to the brackets that most VW headlamp buckets have...

Not sure if Your is like that...
if it is, You can fit 7 inch sealed beams off most common cars at the wreckers...

or you could change the complete headlamp and rim off a late Kombi or beetle... [75-76??]

Don't argue with an idiot; people watching may not be able to tell the difference.
