turbo upgrade- what gains to expect

Hey Guys I just removed my engine again! and had a good look at my turbo, it is a VF10, great turbo it hits full boost (14psi) at under 3000rpm but doesn't pull that hard. only made 140kw@ wheels. I want to make around the 200kw @ wheels. but not have a lag monster as it is still a street car. Is it possible to do this with just a turbo upgrade? obviously injectors will be upgraded, my cooler and exhaust are up to the job. (air intake hits a max of 40 degrees) if so what turbo will I need (under $1000) I have a friend that will reco / hi-flow it for me on the cheap so that's no problem. Would a hi-flowed TD05 be up to the job? any other ideas?

The 98 model manifold which I have is a higher one for the intake to go under it...although the bolt pattern on manifold changed around 2000 and they are offset on the outer holes.

Jack Rizzo has a tdo5h although was only running 8psi on dyno and had a small exhaust. Paul has the tdo4.

The VF34 is better than a tdo5h although it is alot more ...aroung $1400 new. Bang for buck the tdo5h is the go.

You can get 200kw atw without bigger injectors and head work. I have a guy who is a wrx guru who is rebuilding my 2002 wrx engine for me...and he has comparisons on the dyno for heaps of turbo/exhaust/injector/cam/porting combos and heads and cams were one of the most expensive options with relatively the least gains.
