Has your friend checked to see if the idle jet is blocked?

ditch the 34 they had this problem from the factory. i ran the 30/31 on my stock bug for this reason

Little brass screw on drivers side of carby. should hav a number like 55 stamped on it. Just unscrew it and check that it isnt blocked.

if its an occasional thing its probably just the intake getting to cold cos the preheat are probably blocked up and/or after market zorst system is fittted

most of these come with the preheat outlets undrilled for use with twin carbs and clueless zorst shop guys/owners dont know to drill them out

also some ppl like to put those chrome pancake filters on cos they look pretty
they will cause this as well, best place for them is in the bin

its likely another carb would still give the same probs

34pict3 carbs are piece of piss to tune
smaller ones just dont flow enough for 1600 to perform properly
trust me i got a 30/31 on my spare 1600, poor engine is trying to breathe thro a drinking straw
