AO code come in 1500 beetles here in Australia...so it i probably a long axle trans.
The spacers are all the same either side of the bearing no matter if the axle is long or short.
There is a 67 only axle in the US/Europe, but I am sure it is just a long axle with short splines,
so it probably has the same spacers too.
Make sure the faces of the spacers are in good shape.
If the axle has been floating around, the may be damaged.
The reason for the large washers will be that the wide five drum is for short axles,
and yours are long axles.
The thickness of the washers needed are normally about 15mm.
The long axle is about 30mm longer to the bearing, and another 15 at the spline.
There are many possibilities of axle seal leaks.
First make sure you have all the O-rings and shims in the correct location.(from the axle seal kit).
Make ure the spacer that the seal runs on, has no rust pits or damage on its surface.
If NFG, get some new ones or have them made at a machine shop.
Make sure that your bearing retainer is the correct one for that axle and tube.
If it does not have the correct step depth in the retainer the axle will float backand forth, and never seal properly.
Because yours is a combination of long axle with short drums,
I would make sure that they have not used the wrong bearing retainer.
