I'm assuming fuel gauge in your 1500 beetle

Is the voltage stabiliser working?
If so, hook up the gauge while out oh the tank, make sure you run a tempory earth and operate it through the range, should make the gauge react. Or try earthing the sender wire without the sender, will make the gauge go full scale.

Gauge must be earthed, sender must be earthed, 12V supply to voltage stabiliser (also earthed), pulsing 12v out of stabiliser and into gauge, then earth the sender wire and the gauge will react. Then connect the sender to the gauge with the body of the sender earthed you can then move the float and the gauge should react correctly.

Easy

Also when the sender is in the tank, it must have a good earth.
