Beetle Steering Damper

I have a brand new Boge steering damper still in the box that I bought probably 4 years ago. The damper is in a plastic bag which is oily inside suggesting the damper has leaked lube. The oil seems to be relatively clear. Is it likely the damper was packed that way or has it leaked and therefore maybe no good. Any thoughts?
Cheers......Wayne

Tested today by hand and it is stuffed. When you compress it (very little resistance) you can hear the air leaking out of the weld at the end. Not happy. Thought Boge was meant to be good quality. The welding robot must have had a bad day
