Victorian VASS Subaru EJ22 engine into Bus

I just had our bus finally inspected for VASS certification (Victoria only). The Suby engine has been in the bus for over 4 years now, and I don't need to hear that I should have gotten the certification sooner.

Here are the facts.
1975 8 seater bus
Subaru EJ22 engine from 1992 Australian Subaru Liberty
Wheels 16x7 Alloy with 205/50/16 tyres
Lowered front beam

The factual results as done for Victorian approval.
Tests were done to have compliance with ADR's 27 and 28 and this is stated on the certificate
Engine has to pass emission test based on stock 1992 ECU and cat converter and was tested ok
Exhaust noise level test has to be quiet enough to pass and tested ok
Brake test was performed and the stock 1975 VW brakes were very good and passed well.
Rear engine cradle mount I had already installed and the Custom Vee Dub unit was passed.
Ground clearance under the engine had to be maintained and the CVD sump passed
Front suspension was lowered using Indian Automotive adjusters. The bump stop adjuster kit was also used and this all passed ok.
Wheel track was checked and had only increased 10mm over standard as listed in the owners manual and passed.
New retractable front seat belts and original ADR approved rear seatbelts were all approved. The rear seatbelts were checked to be in good working order and condition.

The only items other than the actual modified items being engine, wheels and lowering. That were checked were as follows
Brake test, and brake fail light fitted (all stock 1975 passed)
All seatbelts in perfect working order. (retractables should be working as new)
Two speed wipers checked (stock)
Two speed demister fitted (ceramic electric heater under dash)

Presenting the vehicle in spotless condition fully detailed and cleaned and just serviced with new brake pads, shoes and discs. New windscreen just fitted. All work on wiring looms, welding, brackets all very neat and painted. These things show that the vehicle is not just a rough slap bang conversion by any means.

Very interesting read, a question for those that know, if your vehicle wasn't fitted with retractable seatbelts from new, do you need to retrofit them?

ie, do you need to retrofit things like 2-speed wipers and retractable belts to a car that never came with them?
