Do you mean for upright headlights or slopers? For slopers it's a no. For upright, maybe. Depends if overall diameter fits and the adjuster screw
loactions line up with the Chrome headlight rim.
I'm thinking you want to do this as these sealed units can be bought far cheaper than what VW vendors sell similar parts for?

with early sloping headlights you can buy a US style housing with a clear glass over the top for a late Beetle you will need to do some fettling, fit
some 7 inch universal bases and use the rim as a cover. Buy good quality semi sealed beams that take an H4 bulb

I think Steve is trying to say you can get a lot better lights with a good H4 globe in a semi-sealed beam that you can with sealed beams - and they
are readily available to fit straight in - in upright headlights anyway

You would also have to fabricate a parking light.
