No and no they can't be modified to fit. The only dropped spindles I have seen for the type 3 are these. http://www.thesamba.com/vw/forum/viewtopic.php?t=244520

The only other option I have seen is mounting a type 1 beam up to the type 3 frame head (usually done to run narrowed beams). Only way to get those drop spindles legal would be to buy 2 set, let your engineer test 1 set to destruction and use the other set.

I'm not sure chopping the bottom off the front frame horn is something I would undertake as a novice. I guess I'll just keep wrecking bump stops!
