I just did a revs check on the strange chassis number that is on it and it has come up as a '61. 
 
So 1961 it is.

I would guess that it is a NSW Police issued number. The chassis number indicates manufacture April 1963. It could have been a second hand floorpan or
new replacement at some stage.

Sometimes Volkswagen dealers sell spare parts. Amazing isn't it!
