They are increasing... I thought this initially as well... it's just that it doesn't remember any particular post's count, they *ALL* go up when you post. Check it out for yourself in the test area. I did.

Titles change with posts up to 1000. Then when you get to 1000, make a big deal about it (most do!) and we'll change it then. If you can't decide on one, I'm sure we can come up with one.

Also people who do a lot for the community, clubs, etc, get a lot of leeway with this 1000 figure.
