In the latest volks world mag the buying guide says they use generic Beetle brakes up front.
As for min thickness it depends on the as new thickness but 8.5 doesn't sound great. Most manufacturers allow 1-1.5mm wear.

911, 912,and 4 cyl 914 thickness of solid front disk is 12.7 / 12.5 mm, minimum on the front is 11.0 mm
On type 3 with generic disks is thickness 9.5 / 9.45 , min. 8.0 mm

its the diameter you go to worry about here. the 72 up had larder diameter rotors.
278 vs 281mm

I think the clearance isn't the issue as most calipers allow more that this difference. The issue I would be worried about is running the smaller
disks and the pads running off the edge.
depending on the setup, some cars run the pads right to the edge. So pads running a mm or 2 over the edge, would be a bit dodgy.
but its could be fine for what you know. I personally haven't tried it.

You could chamfer the edge of the pad, only talking about 2MM
