I've never heard of a Hydraulic clutch conversion....
Some people may have done it... but Why??
The clutch cable tube needs to be rewelded.... and
I'm Not sure if this can be done without cutting open the top of the tunnel.... I'm not sure exactly how many welds there are at the end....
My Sons came loose a few years ago....
I read lately that early model beetles had a panel in the floor behind the rear seat that could be opened.... unbolted-
[1938> early 50s}
Could come in handy in some situations....

Re weld the inner clutch tube.
You have to use a hole saw to cut hole near the brackets and re weld them
theres a cut away floor pan on the Qld vw club web site that shows where the bracket are located.

This is the site your after- Dave also diagnosed my clutch cable tube break some time ago (Tx Dave). http://vwdcqinc.org.au/insideabug.html
Repair is as Dave mentioned, Also Aussiebug gave me a good description on where to cut when I queried this repair
http://www.aussieveedubbers.com/forum/viewthread.php?tid=6062#pid45139
Turned out mine had broken away from both the from weld down by the pedals and the second weld just below and back from the handbrake lever. If you
do the welding, watch the fuel line!
Cheers
