Personally I don't think it is something that could ever be done perfect unless the metal underneath was perfectly prepped and clean.
Then again nothing is impossible it just takes patience, skill and money or a combination of any two of those.
If I spent many many hours prepping and cleaning in there, and then carefully set the spray gun with the correct direction, feed and pressure, and
mixed the paint to the right consistency then I could do it. It is a gut feeling thing, a skill, unfortunatley if you don't have the eye or the
knack, then there are no special rule books to help.

i'v also hears of it being done bu removing the inner louver and bonding it back in after its painted seperate from the car - u can bond it is
because it recieves no wear, and it dosent cause it to distort cant be welded in because the paint has to be removed for that

what if you taped and coverd the outter area of the beetle (around the grill) then proceed to paint in there this way is you do accidently spray too
close to the outter vent its coverd and wont get a paint run on it just
an idea

Use a small airbrush. Takes a while but it works.
