How do I get this off?

It's just a glue of some sort but is damned near everywhere. I'm respraying the car so am not too fussed about scratching it up somewhat.

I have found that turps works better than thinners as thinners tends to evaporate too quickly. Dab turps on liberally with a chux or other cloth a
few times and leave for a couple of minutes, then rub off with cloth. After soaking it tends to roll up into balls relatively easily. I find that
the problem with using power tools is that the glue tends to melt and smear every where rather than coming off.
