Be aware that this is a very approximate guide only though, it will vary from car to car depending on the individual torsion bars. On my IRS Super Beetle my uncle and I took over 7 degrees out of the torsion bars for a drop of 3cm. The car was initially raised quite a lot by a previous owner though, had an initial measurement of 29 degrees on the driver's side, which is a lot of pre-load. The spring plates only had a couple of mm clearance to the stops initially, that's how high it was!

It also makes a difference as to whether or not you replace the torsion bar bushes. Mine were heavily worn, so replacing them with new ones during the job probably lifted the car by nearly a centimetre.

Yeah depends on life of car and the memory the torsion bar gets with age,
