NSW Rego checks
Been reading the recent failed rego thread and was wondering about modified cars passing
Road Worthy Certificates(RWC) tests in NSW? I would imagine a lot of you know that most
states in Oz only require RWC when you sell a car, NSW and I think SA you have to pass
RWC every year at rego time. I see a number of NSW cars on this forum which are modified
and therefore must pass Road worthy inspections.
For example 1. if I buy a car in Qld that has a modified beam as in lowering kit or narrowed
would this pass rego in NSW?
2. Or if the car has had a bigger engine say a 1960s 1200cc that now has a 1600cc engine
would this pass rego in NSW.
3. How do you register a VW Beetle in NSW that, for example, has a Subaru engine in it?
(Not that I have or would do this)
I have seen a number of cars for sale which are registered in NSW which have been modified
in the above manner, would you be buying trouble if you buy a modified car?
I'm getting a bit long winded here aren't I, I guess my question is what are the rules or where
do I find the rules re rego of modified cars in NSW?

ring the rta tech hotline. they can answer all questions you have with the right answer.
but here goes.
1. so long as its still above 100mm should be fine.
2. 1600 is fine. any bigger see point 3
3. any engine change need an engineer to sign off on it.this also includes increases in size above 15%.

1600 engines require front discs but most turn a blind eye to that

They really need to be engineered with a certificate and in some states a metal plate??
many beetles are running larger than 1200 engines but still registered as a 1200...
it really goes down to the guy who passes it for rego...
and who can make it very difficult and costly...
or just pass it as roadworthy...
many modifications are overlooked as the Guy doing the rego check doesn't really have much time to do the check...
so long as the lights , horn and wipers. all work,
and the brake test is OK and it steers OK ...
No big rust holes etc..
remember these guys can lose their licence to pass cars if a car they have just passed gets picked up by the police or RTA
and fails badly....
I usually go to the same [old VW trained mechanic] guy to have My cars passed. He is getting tougher on where blinkers are situated on old cars, how
low they are or if the exhausts protrude out the back... too far etc..
I never have any problems...

PS: buying an unregistered car in another state and trying to get it passed in NSW can be a real pain....

There is no problem getting a modified vehicle passed for rego each year as long as it has and engineers report and has been recorded as having a
engineers report with the RTA
Answers to your questions.

It will not pass rego blue slip unless you have a engineers report for the modified suspension. The engineers reports must be current and the engineer
must also be on the list of acceptable engineering signitories at the time vehicle is presentd for the blue slip. QLD mod plates mean nothing in
NSW.

RULE 319
Passanger cars can have a replacement engine with less than 15% engine capacity increase over the largest optional engine for the vehicle (box
chassis) or 3 x tare weight. They can be treated as owner certified modification providing no modifications are made to the mountings or mounting
system to effect the fitment of the replacement engine. Any modification must not affect any part of the vehicle necessary in maintaining the safety
or controllability.
1600cc would be ok as it was originally in late model beetles.

You would need to talk to an engineer and have them certify the vehicle as complying with the applicable ADRS and capacity limits. Present vehicle to
and AUVIS for a blue slip with engineers report.

Providing it comes with an engineers report which is consistant with the vehicle there would be no problem. Also check that engineers report has been
noted on rego paper generally a condition. If it hasn't and you buy the vehicle make sure engineer is still current on list other wise you will have
to get a new report.

We are doing a bit of Rego research at the moment and from previous knowledge as well , What i have found is any state is'nt easyer or harder to pass
on a big scale they just do things a bit differently. so keep the car registered where it already is and it will be easyist for you. We Just had a
blue slip done in QLD and have a massive long list to fix but the Blue slip was a non recored one and just to give us a list to work from.
