Which fan? (I assume it's a T2 kombi)
The heater fan is switched on with the far right red one (closest to fuel gauge)
It only comes on with the lever right at the bottom.
The dash fans (cool air) should have a knob in the dash.

andy's right, if u have cool air fans their should be a switch on the dash, not one of the levers.

Since the topic is here, the left lever (green or blue) opens the fresh air duct (down is on) and the middle lever (red) selcts whether the heated air
blows to the dashboard (demister) or to the footwell. I don't know if its normal, but down is demister on mine, up is to warm the feet.

yep!
the way I remember is the right control turns the heat on or off and the other (Left) in the up is floor heating and down is screen inthe middle is a
both (I find that just a bit above the middle is the best setting for me) basically the opisite of what you think is obviouse eg down is up and up is
downb
