According to the news, Porsche have 'loaned' the car for a period of time (2 years I think) as a PR exercise to be used as a high vis car, but mainly for community events etc.

The only cost to taxpayers is the signage & equipment, fuel ect, and speeding fines (according to the news report).

I think it certainly grabs attention, and basically gets another police car around at a reasonably low cost.

Porsche Panamera is a sign that even though you have lots of money you can still have bad taste in cars

You say it is ugly and, I must admit, it doesn't do much for me. In its market space though I would rather that than some other 4 seat performance cars or that other monstrosity in the BMW 5 series range they have just released to compete with the Mercedes CLS. From all accounts it does go like a 911 and can seat 4 with reasonable comfort so it will fill a niche for them. I would also prefer it to the Cayenne as well.
