I would say You have scratched the chrome Adam....

I can't think of anything that will fix the problem...

Why did You use steel wool????

If You are going to use steel wool on anything, I always use steel wool Soap pads.... the soap lubricates... to stop scratching....

You may have to paint the Bumpers....

I always use a Good Quality Wax on Chrome....
Meguiers or Mothers....

"Autosol" metal polish. 0000 grade steel wool is pretty damn fine, any scratches should be easy to polish out.

Peter,

How can You polish out scratches in a hard surface???
On alloy OK.... You go into the soft surface...
but I don't see how You can unscratch a chromed surface...

Lee,

many polishes have a slightly abrasive compound in them. along with the compound, they have a way of filling the fine scratches, so when you buff, you skim the excess polish off, leaving some filling the fine cracks so they magically seem to disappear. don't use autosol on your silver paint job 😉
use polyglaze 'glide on glaze' as you have a clear coat on the top.

You called! LOL folk know i'm a polish neat freak!!

Like the others i'd use the autosol , brilliant stuff. I'd use some pre used 15oo wet and dry first. , keep it really wet. Then use good , clean polishing rag and the autosol. As soon as the polish starts to go really black polish off. Don't let it dry and don't use dirty rags to polish. Using a mop to finish them off helps. good luck

The 0000 grade steel wool is the best chrome cleaner I have used, and I have a whole pile of products in the shed to polish up the bling bling..

I can also recommend Autosol, but it is quite abrasive, so be warned. If 0000 steel wool isn't your thing, and we are talking on chrome only, then try Brite Shine, which is like cotton wool. Alternatively, as a cleaner, Windex is the best cleaner or refresher of clean chrome, but be careful, is it an alcohol, so not nice on paint..

We talking bumpers here Ads? Front one is sand blown on that car, and will need chroming, but cleans ok. Rear one comes up very well....
