Will a 220volt 50-60 htz single phase welder from the states work in Australia? I am looking at a portable spot welder on ebay.

yes but it will be a POS ......... and you will need an invertor which will also be a POS.....

If you have an ARC welder already you can buy the attachments to convert them to spot welder etc...would make life easier..
