can u get tires repaired?

hi
the bead on one of my tires has broken away in some parts, about 10cms in one area, this is the edge that runs aorund the rim of ur wheel. can this be safely repaired?
the rest of the tire is in good condition.
where would i go for such a repair?

if its the bead, i don't think that can be repaired

i told u my bro owns a car yard and rear tires r easy to come by, 135 michelins are not, i bought a pair 2nd hand but wen they arrived they had damage to the bead. thats why im asking. they were described to me as being in good condition.
