well to start with it isnt registered (no plates). You have to have plates on test cars if using public roads. So i think the idea that it is a kit car built by some nutter is more likely. Could be a university related project. Kinda has the fugliness of a hybrid.

The guy was told buy federal govt to come to oz and start making his own style of electric cars. When he got here the state he went to and all other state govt's would not let him produce them here due to the fact that there are no rules as to what needs to be done on a leccy car in aus and they thought no rules means no way. I was a bit suprised as a electric car would probably sell well for melbourne types and might get some smart cars off the road.
Or it could be part of a competition for the worlds boxiest and ugliest car. with an ass like that it looks like it spent the night in jail
