I have lowered our bus and re set the toe on the front to 1.5mm in.

I have measured the camber and the RH is +0.8 and the LH is +0.9

Looking at the top eccentric nuts, they is wound out as far as possible on both sides, so all adjustment is now able to reduce the camber.

What camber should I aim for? As close to 0 or -ve if possible?

The bus is lowered 100mm, tyres are 205/50/16

According to my Haynes manual, standard camber is 30' positive, i.e. +0.5, so you are pretty close to standard as it sits.
Standard toe in is 0 - 3.3 mm, so again you're in range, castor is 3 degrees.
