I'm going is anybody else, signing a petition is next to useless

==========================

RTA planning changes to rules for modified vehicles in NSW

The NSW RTA is proposing changes to the current registration system for modified vehicles. These changes will mean that the majority of modified vehicles will be classified as individually constructed and will have to comply with the ADR's current on the day that it goes for registration.

Andrew McClelland President of the NSW Drag-ens Hot Rod Club is one of many car enthusuasts in NSW that are openly concerned at the potential impact of these changes and is encouraging people to sign a petition that is one of a number of initiatives planned in taking the fight to the NSW Transport Minister.

Please follow the link below to add your name to the petition.

http://www.gopetition.com/online/37707.html

Also, if you from the Sydney region the Regency Ramblers are holding a Regsitration Information Day on Saturday morning 14 August that will no doubt cover the changes proposed by the RTA. Details as follows:

"ATTENTION ALL ENTHUSIASTS"
Vehicle Registration Information Day

Regency Ramblers Club House located on the cnr Badgerys Creek Road & Elizabeth Drive Badgerys Creek,

Here is the information regarding “Vehicle Registration Information Day” to be held at the Regency Ramblers Club House located on the cnr Badgerys Creek Road & Elizabeth Drive Badgerys Creek, starting at 10.00am on Saturday the 14th of August.

This has been organised by the ASRF but is open to everyone that wants information. We will be going through what is on the table at present from the RTA, potential changes, VSI 50 (suspension rule) and Engineering System changes.

It doesn’t matter what type of vehicle a person owns, emphasising everyone is welcome, the more the better to get the correct information out there so everyone understands what's happening at present and in the future.

If you can pass this onto as many people as you can it would be appreciated.

IMPORTANT NOTE - This is not an argument session its purely for the ASRF to tell us what the RTA are proposing and whats already in place so we understand everything as well as possible and clarify all the things we are hearing about future rego laws etc.

I think that this should be challenged on constitutional grounds.

I'm not a lawyer, but I'm a very good bush lawyer.

I have no problem with the modifications being required to comply with the latest ADRs, but to make the whole car comply with the latest ADRs because of modifications, is to my mind, retrospective application of legislation and that is as far as I know illegal.

It's an extension of the idea that modifying a chassis causes a vehicle to become an Individually Constructed Vehicle (ICV). That is how that have virtually got all new short wheel based dune buggies off the roads.

They don't fight fair, so why should we?

I'm sure that a High Court challenge would show this to be so.

It is also discrimination and that is politically incorrect. I would shout "discrimination and unconstitutionalityl" from the rooftops and threaten to destroy the careers of the public servants who are proposing this.

A certain way to have a public service career destroyed is to accuse a public servant of being politically incorrect. They don't have to be guilty of it. A simple accusation will do, as their politically correct colleagues will deny them natural justice. They have an attitude that can be summed up as, "You must be guilty, otherwise why have you been accused?"

They are very medieval in that. I know whereof I speak. I have been a victim of the politically correct, more than once.

I suggest that the people who are proposing this be told quietly to drop it, or they will loudly and publicly named and accused of being politically incorrect.

We must be prepared to fight dirty here. Simple argument, no matter how rational will not work. Fight dirty or lose.

I went to the RTA information night for inspectors and it was a total waste of time, from what I heard they did not have any guidelines for the requirements or amendments to the system. The system works at the moment so why change it?

Hi

I met up with Flinstones, Birdamn and Ph Billet, chime in guys if I get something wrong or forget something.

The RTA is shortly going to reintroduce the dreaded VSI 50 "raising and lowering vehicles" again, this is the one that caused a furore last year, so if you have a car near finished, get it engineered NOW.

The NSW RTA is still refusing to use the National Code of Practice for Light Vehicle Construction and Modification (NCOP) Link It has already been adopted by some other states.

NSW Hot Rod Federation have a good working relationship with the RTA, but this is for pre 1949 vehicles on full rego, Hot Rod plates are still OK as well.

The problem is post 1949 modified vehicles. There is no organised body sitting down to talk with the RTA. What was brought up at the meeting by Tony from Shannons & CMC (Council of Motor Clubs) was a national group (cant remember the name he used) to represent all interested parties with a united group, this group would include Hot rodders, Street machines, Vintage cars and 4WD groups.

This newly formed group would take a while to swing into action and get things happening. Some in the RTA would prefer no modified cars on the roads at all.

We were also told at the meeting that in SA a like minded group has already been setup.

Cheers Steve

Do they ever give reasons WHY they want to change this all around. Is there evidence, facts - that demonstrate that modified vehicles are the cause of injuries or deaths?

Is it the modified vehicle that is to blame?
Is it the peanut behind the wheel?
Is it the combination of certain peanuts with certain modifications that are the problem? i.e. a big exhaust and springs cut off with a hacksaw, 9 Jim Beams and doof doof?

Ok lots of sweeping generalisations there - but what evidence or reasons do they state? Terry

No they don't have to give reasons as some educated whacker with possibly some sort of degree decides modified cars are a problem, not the hi performance Ricers that keep killing the P's regardless of their ability. This is possibly the same moron who sets the prices for inspections.Back when Nissan started bringing the Skylines in they would not sell one unless the buyer had done an advanced driving course and very carefully controlled the guys servicing them. Now any whacker can buy one,but instead of using their brains they will kill the modified vehicles instead.
My rant!🤓🤓🤓

Hi

They RTA guys told the Hot rod federation guys that they didn't have any statistics to back up the need for tighter controls but the were being "pro active".

Tony from Shannons said that they could supply the data needed but anecdotaly most of the cars in the modified scene were not the problem, the problems that have been highlighted in the press with horror crashes were generally standard sort of cars.

Seriously if you spend all your time and money building up a car from scratch are you going to jeopardise by driving stupidly?

Thanx Steve

were you given any indication of.....

how long did they think it would be before VSI 50 returns?

Hi

I reckon that there was about 500-600 people, mainly rodders but other interested parties like ourselves.

The RTA his hinted that the 1st modified vehicles on their hit list are air bagged utes or anything with air bags.

just remember that's the first on their list,
doesn't mean mods that we do will not come under scrutiny later on down the track.

We need to support the guys/gays that mod their cars with airbags, or any other group, such as 4wd's, japs, street machines etc

We need to be united as one movement for the government to get the idea.......

Cheers

What the RTA don't understand that stifling legitimately modifying cars will affect many business and takes millions out of the economy.

One aspect of the meeting I found suprising is that the rest of the nation is united on modified car laws, with only NSW holding out wanting to go their own way.

What Flintstones said is 100% correct, All modified vehicle owners need to stand together and support each other.

A lobby group such as the MVA (Modified Vehicles Association, i just made that up) could simply pressure the RTA to stop wasting money and adopt a set of guidlines that work for the rest of the coutry and are sitting there doing nothing.

birdman, the problem with the unified laws is that the other states want to relax the laws that we currently have in nsw to a much lower standard than the other states actually have at the moment.
i agree that we need to do something but it needs to be the right way ahead.

Are we talking VSB 14 here?
My limited understanding is that other states operate under VSB 14 and NSW doesn't?
the ASRF reckon VSB 14 is not bad.

im talking about the whole new australia wide standard laws, i know that they should be under the adrs but thats not the case as they all have different interpretation on the rules and some states are more lenient than NSW.

Hi Barls

Have you read National Code of Practice for Light Vehicle Construction and Modification (NCOP) ***Link***

I posted a link to it above, its not lower in standard at all. If the RTA even really enforced the existing rules it would be a huge step.

Now that some other states have adopted NCOP there could be a legal challenge on free trade between states, if one state allows mods that are deemed illegal in other states, If you buy a car in one state and try to register it in say in NSW

The reason that all the late model cars do heaps of mods and seem to get away with it is that they only have an inspection every 5 years.

Steve

BTW, who owned the Gold bug that was at the meeting?

reading it now steve, the one im talking about was in one of the trade mags about a year ago. it was that they were trying to bring ergo standards back to one level across the country.
the other states wanted to keep the limited inspection but nsw wanted the yearly ones we have now.
id say this one may have fallen by the wayside.

Two points :

1) Airbags - what about cars manufactured and supplied from the factory with airbag suspension. Surely they can not just hit out at the cars that had airbags fitted after they left the factory.

2) I cant see why NSW cant conform with all other states in relation to modifications, as our everyday road rules were redefined a couple of years ago and are now call the 'Australian Road Rules' which is what the cops book people under.

Like all Government bullshit, they pick and choose what suites themselves.

I am starting to hate all persons in places of authority :-(

Not happy, Kev.
I thought rebuilding a VW would be cheap - Shit I was wrong, just don't let the wife know !!!!

Hi Kev

If the airbags were a factory fitment there would be no issue.

The RTA would be happy to hvae no modified cars on the road at all.

Barls, its a big read, I like the wheel section and motor section.

ADR's and engineering are 2 completely different things, don't confuse them

eg. my 1957 beetle doesn't have any ADR's, but a 2000 model car does, and ADR's are there for manufacturers to comply to when making them on mass.

Engineering is for modifying a persons car, as a one-off, not on mass.

So with that, you can mod a car with no ADR's and also a car with ADR's, hope I explained that well, through the keyboard.

Now if you want to engineer a car to current ADR's then you'd seek an Engineer that will go down the path of an ICV, and from what I understand there aren't that many out there, that will take it on.......then if you do get to the end of the engineering aspect, you've still got ONE bureaucrat at the RTA to deal with to give final approval on.

There's a handful of custom bikes sitting on this bureaucrat's desk for over 6 months waiting on approval.
This is just wrong for one person to have final say, it should be left to a board of professionals that have had mechanical/engineering qualifications.

Cheers
D
