You need to run a Pre Heat pipe on the mainfold
I read it on FACEBOOK so it must be true

What are you running the carb on? You can get manifolds for the progressive carb for a Type 1 engine that have the exhaust preheat like the stock manifold. Your options are more limited on the Type 4 (kombi) engine. Basically you can:
- get an electric manifold heater like you've done
- put on an air cleaner and connect it to the existing preheat components that draw hot air from the driver's side head (I've done this and it was a little better but not much).
- make sure the electric choke and fast idle are working. This helps with starting and warming up. This made the biggest impact for me. You may need to pump the pedal a few times before starting to engage the fast idle.
- make sure the flaps and thermostat are functioning. This won't directly help the carb but will ensure that the engine gets to operating temp quickly, which will help.

i had this problem wat a pain. my manifold was bloked so easily fixed but. take the manifold out and if you have a pool poor pool acid down the manifold it will completely unblok it. rince it and let dry then put bak on works great....... well worked for me
good luck
