How does one seal out the water from dripping into the bonnet area from the openings of the wiper rubbers? I know it could just be the hardened rubber grommets themselves, but could it be the part where the wiper shaft pokes through the body work too?

Yep, thats the reason. Silicon the rubber gaskets up. It could be coming down the wiper shaft too. Lubricate them with waterproof grease.

I use some old inlet/exhaust valve stem oil seals - probably from early BMC or GMH. Fit tight around the wiper shaft and because of their "cup" shape, they cover most of the locking nut, shedding the water away from the wiper shaft.
