I like to use some longer studs to locate the cap
and then snug the cap down progressively using nuts and washers.
Then replace the stud/nut with the correct bolts.

Sometimes I've fitted the caps very loosely and with the bolts just started in their holes, before I lifted the swing arms up into position. Sometimes it's the only way to do it.

Otherwise use longer bolts and do them up a turn each at a time in a cross over pattern, like doing up a head.
